Position Description:

The Cost and Pricing Manager at ABA ROLI is tasked with leading the development and implementation of pricing strategies for new acquisition and assisting in business development opportunities. This role involves assessing current strategies and practices, introducing new budget preparation tools and processes, and collaborating with various teams to ensure organizational goals are met. The Manager will report to the Director, Business Development and work closely with Finance, Business Development (BD), Program, and Technical teams.

Essential Job Duties:

Preparing Cost Proposals:

  • Prepare cost proposals in response to solicitations from various donors.
  • Review solicitations and develop cost matrixes and instructions to meet donor requirements.
  • Participate in teaming discussions, review partner budgets, and support negotiations.
  • Conduct final cost reviews to ensure compliance with donor and organizational policies.

Revise New Business Cost and Pricing Tools and Processes:

  • Introduce and strengthen budget preparation tools and templates within ABA ROLI.
  • Work with Finance to establish review processes and tools for grant managers and proposal cost reviewers.
  • Develop written guidance on cost and pricing for different donors.
  • Establish cost and pricing risk and approval matrixes.

Develop and Deliver Trainings on Cost and Pricing Strategies and Tools:

  • Prepare training materials for regional cost preparers and finance team members.
  • Deliver periodic trainings to strengthen ABA ROLI’s cost and pricing capacity.
  • Establish an annual cost preparer long course to develop and grow the cadre of cost preparers across ABA ROLI.

Manage Staff:

  • Manage staff performance evaluations, oversee staff timekeeping, and recruitment efforts in the assigned division.

Required Education, Qualifications, Experience:

  • Bachelor’s degree.
  • Minimum 7 years of relevant experience in proposal budget development and program budget management.
  • At least three years of experience in developing cost and pricing strategies for international development organizations.
  • Demonstrated ability to analyze government solicitations and apply USAID and US Department of State rules and regulations.
  • Knowledge of 2CFR200, FAR, AIDAR, and DCAA rules and regulations.
  • Excellent communication and interpersonal skills.
