Job Overview:

The Cost and Pricing Manager at ABA ROLI is responsible for leading efforts to develop and implement pricing strategies for new acquisition and assistance with business development opportunities. They will work closely with Finance, Business Development (BD), and Program and Technical teams to apply budget development best practices.

Essential Job Duties:

Preparing Cost Proposals:

  • Prepare and lead cost and cost narrative proposal development for various donors.
  • Review solicitations and develop cost matrixes and instructions.
  • Conduct spreadsheet and final cost reviews to ensure quality and compliance.
  • Advise senior leadership and proposal team members on RFA and RFP requirements.

Revise New Business Cost and Pricing Tools and Processes:

  • Introduce and/or strengthen budget preparation tools and templates.
  • Work with Finance team to establish review processes and tools for grant managers.
  • Develop written guidance on cost and pricing for ABA ROLI.
  • Establish cost and pricing risk and approval matrixes.

Develop and Deliver Trainings on Cost and Pricing Strategies and Tools:

  • Prepare training materials for regional cost preparers and finance team members.
  • Deliver periodic trainings to strengthen ABA ROLI’s cost and pricing capacity.
  • Establish an annual cost preparer long course.

Manage Staff:

  • Responsible for staff performance evaluations, overseeing staff timekeeping, and recruitment efforts.

Required Education, Qualifications, Experience:

  • Bachelor’s degree.
  • Minimum 7 years relevant experience in proposal budget development and program budget management, with at least three years in developing cost and pricing strategies.
  • Prior experience in analyzing government solicitations and applying USAID and US Department of State rules and regulations.
  • Knowledge of 2CFR200, FAR, AIDAR, and DCAA rules and regulations.
  • Excellent communication and interpersonal skills.
  • Experience providing training and public presenting.
