About the Position

As the Program Manager Lead, you will support the Governance Practice within Dexis’ International Development Division, focusing on USAID projects. You’ll manage project activities, liaise with stakeholders, and provide oversight to ensure compliance and successful implementation. This role requires strategic thinking, stakeholder engagement, and business development support.


Program Management

  • Independently manage program administration and operations in compliance with client requirements and regulations.
  • Oversee project operations, subcontract management, financial performance, and consultant hiring.
  • Ensure compliance with Dexis policy and USAID regulations, including documentation and contractual agreements.

Business Development

  • Play an active role in business development efforts, including bid management and proposal development.
  • Assist in drafting technical responses, management plans, and budgets.
  • Participate in proposal strategy sessions to position Dexis competitively.


  • Provide responsive customer service and maintain relationships with internal and external stakeholders.
  • Undertake international travel as required (up to 25%).
  • Perform other duties as assigned.


  • Bachelor’s degree in relevant field required; Master’s degree preferred.
  • Minimum seven years of relevant experience, including staff mentoring or supervision.
  • Experience managing USAID-funded programs and familiarity with FAR, AIDAR, and ADS regulations.
  • Proficiency in MS Excel, Word, and PowerPoint; ability to learn corporate financial management software.
  • Fluency in English required.

Preferred Qualifications

  • Understanding of the USAID implementation model.
  • Experience with field assignments.
  • Professional proficiency in Spanish or French.
