Job Overview:

Situated within the US-side of the Resettlement, Asylum and Integration Department, the headquarters Resettlement Team supports the implementation and quality of services for refugees within their early resettlement period. The team guides IRC local office staff in implementing high-quality Reception and Placement, Matching, and Preferred Programs by providing technical assistance, training, and monitoring. In coordination with other senior program leads, this position will refine and implement the monitoring and evaluation framework used to maintain program quality and funder compliance. The position will also be responsible for carrying out on-site and remote monitoring of IRC offices; tracking compliance metrics; and training staff in monitoring protocols and managing the IRC’s internal monitoring schedule. The Senior Program Officer supervises four to five staff and reports to the Senior Director for Resettlement.

Major Responsibilities:

  • Lead the development, implementation, and maintenance of the IRC’s monitoring framework ensuring transparency and for local office staff that tools are up to date, efficient, and user-friendly for local and headquarters staff.
  • Lead on-site and remote monitoring visits to IRC’s US offices and affiliates, while training new monitors. Ensure transparency of expectations and process with local colleagues. Provide supportive coaching and training as well as adherence to program guidelines.
  • In concert with R&P, Matching Grant, and Preferred Communities Program Officers, guide local offices in the preparation of funder monitoring, including management of deadlines, review, and organization of materials.
  • Oversee compliance with donor requirements including but not limited to monitoring of local programs, tracking grant commitments across the network; review, editing, and submission of reports in a timely manner.
  • Oversee the preparation of quantitative and qualitative reports on office performance. Collaborate with resettlement team members to identify training needs based on monitoring results.
  • Analyze performance outcomes for grant programs; present trends to headquarters and local implementors to assist them in improving program quality.
  • Build and develop strategic bi-lateral relationships with key internal and external partners.
  • Supervise and mentor direct reports ensuring that their efforts respond to the needs of IRC local programs and donor requirements.
  • Provide consultation, guidance, and recommended resources in response to questions and technical assistance requests.
  • Contribute to the development and submission of grants management documents including continuation proposals and semi-annual project reports.
  • Develop and deliver trainings related to designated area of expertise, to include webinars, self-paced e-learning, online courses, etc.
  • Other duties as assigned.

Job Requirements:

Successful candidates must possess deep knowledge and experience with the Reception and Placement Program, Matching Grant, and Preferred Communities Programs as well as measurement of program outcomes.

Education: Bachelor’s degree in social work or related field of study required.

Work Experience:

  • Advanced skills in MS Excel, data visualization, and use of databases.
  • Minimum of three years of professional work experience with progress levels of responsibility, including supervisory and management experience.

Demonstrated Skills & Competencies:

  • 5+ years working in resettlement programming with emphasis on managing compliance.
  • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
  • Ability to work both independently and in a dynamic, cross-functional global team structure.
  • Demonstrated ability to work effectively with stakeholders at all levels.
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
  • Highly Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Strong analytic problem-solving skills.
  • Attention to detail and accuracy in work product.
  • Fluent in English, both spoken and written; proficiency in language(s) spoken by the client group is desired.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 35%.
  • May require occasional weekend and/or evening work.
