Join the Health Equity and Rights Team at CARE USA as the Senior Technical Advisor for Monitoring, Evaluation, Analysis, and Learning (MEAL). In this role, you’ll lead efforts to design, implement, and measure impact within learning-focused projects and programs. You’ll foster strategic partnerships, ensure high-quality impact data, and disseminate findings to diverse stakeholders.


Program Design and Implementation

  • Lead the design and implementation of learning-focused health equity and rights programs.
  • Manage budgets, contracts, and partnerships for program execution.
  • Develop multi-country workplans to achieve program objectives.

Partnership Management

  • Cultivate strategic relationships to advance monitoring, evaluation, analysis, and learning (MEAL) efforts.
  • Contribute to securing new funding opportunities through proposal development.
  • Collaborate with stakeholders to position CARE as a leader in MEAL.

Capacity Building

  • Build capacity for monitoring, evaluation, and learning across CARE’s health portfolio.
  • Enhance existing monitoring and evaluation capacities related to health programming.
  • Socialize the use of new tools, frameworks, and approaches among staff.

Representation and Dissemination

  • Represent CARE’s MEAL initiatives in external forums and technical committees.
  • Lead the development of high-quality summaries and publications to disseminate evidence of CARE’s best practices in global health.


  • Master’s level education in relevant field with applied evaluation and learning experience.
  • 7+ years of experience implementing public health projects in development contexts.
  • Proficiency in quantitative and qualitative research methods.
  • Demonstrated ability to manage complex decision-making processes with partners and donors.
