Job Summary:

The MEL Advisor (Design, Monitoring & Analytics) is responsible for supporting the design, development, and implementation of monitoring, evaluation, and learning (MEL) functions and activities for ABA-CGP programs. This role involves providing technical support for performance management systems, training staff on MEL principles and tools, and contributing to new business efforts through proposal development and continuous training initiatives.

Major Responsibilities:

  • Develop tools and templates for proposal design, planning, data collection, and monitoring.
  • Ensure compliance with funder requirements regarding MEL in proposals.
  • Assist in planning and designing new programs and integrating MEL plans into program work plans and budgets.
  • Produce data dashboards and integrate data into proposal documents and reports.
  • Administer the performance management system (Devresults) and provide technical support to staff.
  • Identify training needs and deliver trainings on MEL topics and Devresults implementation.
  • Collaborate with subject matter experts to set indicator targets and support MEL recruitment and training efforts.
  • Facilitate collection and sharing of learning from program MEL activities, best practices, and lessons learned.
  • Represent ABA-CGP at internal and external forums related to MEL issues.

Required Education, Qualifications, Experience:

  • Bachelor’s degree from an accredited college or university.
  • Minimum of 6 years of experience in international development.
  • Minimum of 3 years of experience in monitoring, evaluation, and learning domestically or internationally.
  • Supervisory experience of at least 1 year.
  • Proficiency in Microsoft Office, Excel, and PowerPoint.
  • Experience with databases such as Access or other.

Preferred Education, Qualifications, Experience:

  • Master’s Degree.
  • Additional experience or coursework relevant to monitoring, evaluation, learning, data collection, or analysis.
  • Fluency in a relevant foreign language such as Spanish, French, Arabic, or Russian.
  • Experience with US Government-funded contracts, grants, and cooperative agreements.
