Position Overview

The Monitoring, Evaluation and Learning (MEL) Manager at ACDI/VOCA is a vital member of the Home Office MERL Team. This role involves providing support to field projects to enhance organizational and staff capacity in designing and implementing robust monitoring, evaluation, reporting, and learning systems. The MEL Manager collaborates closely with the MERL team to ensure accurate data capture, analysis, and reporting, while supporting learning efforts, adaptive management, and timely reporting.

Responsibilities

Project Guidance and Support (70%)

  • Assist country office teams in developing and implementing project M&E systems.
  • Support the development and implementation of Performance Monitoring and Evaluation Plans.
  • Provide mentoring guidance throughout the project lifecycle.
  • Build staff capacity to ensure data quality and mitigate data risk.
  • Maintain a rigorous quality assurance program through regular assessments.
  • Ensure effective evaluation systems are in place for assigned projects.

New Business Development (20%)

  • Participate in M&E reconnaissance during capture trips and proposal development.
  • Contribute to writing the monitoring and evaluation sections of proposals.
  • Propose appropriate indicators aligning with technical proposals.
  • Assist in developing a learning agenda as required in solicitations.

ACDI/VOCA Global Participation (10%)

  • Assist in developing global strategic direction for MERL at ACDI/VOCA.
  • Review program M&E status and provide feedback on needs and trends.
  • Contribute to ACDI/VOCA’s global research agenda and case studies.
  • Remain informed of new developments in M&E and donor regulations.

Qualifications

  • Minimum 5 years of experience monitoring and evaluating international development programs.
  • Master’s degree in M&E, social sciences, agriculture economics, or related field.
  • Experience in designing and implementing M&E systems for development projects.
  • Proficiency in statistical analysis and reporting using statistical packages and databases.
  • Familiarity with USG publications on monitoring and evaluation.
  • Excellent communications and coordination skills.
  • Familiarity with USAID rules and regulations preferred.
  • Proficiency in English required; working knowledge of French or Spanish advantageous.
  • Ability and willingness to travel internationally.
