Chemonics is seeking a Senior Monitoring, Evaluation, Research and Learning (MERL) Director for the Integrated Health Systems Strengthening project. This initiative aims to enhance health systems globally, fostering sustainability, equity, and resilience through evidence-based approaches. The Senior MERL Director will play a crucial role in providing strategic oversight of monitoring, evaluation, research, and learning activities.


  • Design and oversee the implementation of the MERL strategy and M&E plan
  • Ensure effective operation of the MERL team, including budget management and timely execution of deliverables
  • Lead the design and implementation of M&E approaches, tools, and analysis
  • Oversee research efforts and collaborate with partners to address health systems issues
  • Develop indicators, assess progress, and use results for continual improvement
  • Supervise M&E trainings for country partner teams
  • Conduct process and result evaluations to facilitate learning and adaptation
  • Produce and present data analytics reports to clients and partners


  • Bachelor’s degree in relevant discipline required; master’s degree preferred
  • Minimum 10 years of experience in designing and implementing MERL strategies for donor-funded programs
  • Technical expertise in program monitoring and evaluation, mixed methods, and quantitative/qualitative research
  • Experience with systems thinking approaches and digital solutions preferred
  • Strong communication skills and ability to collaborate with diverse teams and stakeholders
  • Prior experience with USAID projects and proficiency in a second language preferred
