Summary:

EnCompass LLC is seeking a Workforce Development Director to lead the implementation of Workforce Development services under the Global Health Training, Advisory, and Support Contract (GHTASC) with USAID’s Bureau for Global Health.

Position Duties and Responsibilities:

  • Lead and manage all aspects of Workforce Development services, including planning, staff supervision, and budget management.
  • Provide technical, operational, financial, and managerial oversight to ensure exceptional standards for quality and timeliness.
  • Guide the team in learning and organizational development engagements.
  • Collaborate with project stakeholders to ensure appropriate coordination and maintain collaborative relationships.
  • Conduct needs assessments to inform the development of workforce development offerings.
  • Develop and implement a Bureau-wide learning strategy.
  • Oversee the Global Health e-Learning Center (GHeL) and digital learning integration.
  • Maintain a web-based Workforce Development tracker and leverage monitoring, evaluation, and learning (MEL) data.
  • Provide high-level budget and compliance oversight.
  • Supervise staff and liaise with consultants and subcontractors.
  • Engage as a member of the EnCompass staff team.

Position Requirements:

Qualifications:

  • Master’s degree or higher with 12 years of related experience.
  • Experience in adult learning, leadership development, or a related field.
  • Minimum of 12 years’ experience in senior management of U.S. Government contracts, preferably with USAID.
  • Record of success in leading learning and organizational development services.
  • Proven leadership, strategic planning, and problem-solving skills.
  • Commitment to Diversity, Equity, and Inclusion (DEI) best practices.
